BUDGET PLAN HAS TAXES RISING 4%.(Local)

The city school district expects to present a 1987-88 budget proposal that would raise taxes by about 4 percent.

"The rise in the tax rate is expected to be consistent with the two previous years," district Superintendent Mario Scalzi said Wednesday. "We want to keep the tax rate down."
