PERTH, Aug 16 AAP - West Australian Housing Minister Troy Buswell is confident a new
low-deposit home loan won't put the state on the same path as subprime mortgages in the
US.
WA's Bankwest has launched a new home loan exclusively for the state's first home buyers
which will require only a three per cent deposit on the value of the property.
Mr Buswell said the low deposit rate, which is well under the normal 20 per cent rate,
would help many first home buyers aspiring for home ownership overcome a significant hurdle.
"Home ownership is a great aspiration we need to keep alive in our state, especially
for young West Australians," he told ABC Radio.
"More broadly as a state we need to be building houses because if we don't build enough
houses we get pressure in the property sector and that pressure at the moment is on rents."
Mr Buswell brushed aside concerns the new low deposit home loan could bring in first
home buyers who will possibly struggle to meet the mortgage repayments.
Subprime lending to home owners in the US has been blamed as one of the factors in
the global financial crisis, with high default rates by those could not meet mortgage
repayments.
Bankwest said it had put in place strict lending criteria including a minimum annual
income threshold of $80,000.
Mr Buswell said the loan would have to meet the requirements of the Australian Prudential
Regulation Authority.
But from the experience of the WA government's Keystart home loans, which offer a four
per cent deposit, there was a relatively low rate of defaults, he said.
"Of course people will have to be careful and cautious when they enter into these sorts
of arrangements," Mr Buswell said.
"Banks do have obligations, broader social obligations, but also obligations to the
regulator and their shareholders not to lend money that's going to present undue risk."

Fed: Tooth decay a problem for four in five indigenous kids
New figures show dental disease is common among Aboriginal children .. with almost
four in five kids having decaying teeth or other mouth problems.
A five-year study of children under 10 has found 78 per cent of indigenous children
have dental disease .. compared with 50 per cent of others.
And it's found indigenous youngsters living in regional areas have the poorest dental
health of all children.
The University of Adelaide study's found these problems often lead to tooth loss ..
difficulties with eating .. problems with speech .. and infections that spread to other
parts of the body.
They can also cause extreme pain that disrupts sleep .. and damages concentration and
self-esteem.
The researchers have collected data from one thousand 169 indigenous and six thousand
488 non-indigenous children living around Port Augusta in mid-north South Australia between
2001 and 2006.

WA:WA police minister regrets comments
PERTH, April 19 AAP - West Australian Police Minister Rob Johnson regrets saying he
would give "a tent and a cushion" to homeless people moved out of central Perth during
the commonwealth summit in October.
He says the comments, made in state parliament on April 7, were prompted by anger against
the opposition during drawn-out debate over legislation for the summit.
Labor MP Bill Johnston had asked what arrangements were in place for homeless people
when they were moved out of the CBD during the three-day Commonwealth Heads of Government
Meeting (CHOGM).
Mr Johnson replied: "Well, they would have to sleep somewhere else for the night, won't
they? I'll give them a tent and a cushion - what a stupid question."
He later said to Mr Johnston: "Where do you live? We'll send them round to your house
if you're really concerned."
The minister's comments prompted the opposition to accuse him of being arrogant and uncaring.
Mr Johnson told ABC Radio on Tuesday that the opposition had been wasting parliament's
time, trying to score political points and needling him after he had explained homeless
people would be looked after.
"I had a gutful quite frankly and yes, obviously I wish I'd never made those comments.
"But they weren't directed at the people who are homeless.
"They were directed at the members of the opposition who were just there trying to
score political points.
"Do I regret them? Yes of course I do," Mr Johnson said.
The minister said that for the past 25 to 30 years he had helped homeless people and
others who suffered hardship.
"I will not take the criticism that I'm a heartless person because I am certainly not.
"Anbody who knows me knows that I'm the complete opposite to that," Mr Johnson said.
In parliament last week, Premier Colin Barnett said Mr Johnson's "tent and cushion"
comments were regrettable but were made out of frustration during the heat of debate.
He said he did not anticipate that CHOGM would have a significant impact on homeless
people in Perth.
"But if it does, those people will be treated with respect and found accommodation,"
the premier said.

Apple Experiences Robust Growth in China

The headquarters of Apple plans to boost the number of its Apple Store retail chains in China to 25 within two years, because of the sales boom in the country. Actually, the Chinese market still has great potential.
For example, smuggled products of Apple from the US and Hong Kong are rampant there, China Telecom Corporation Ltd. (NYSE: CHA and SEHK: 0728) is eager to sell iPhone 4 compatible with the CDMA technology. This year, Apple will launch iPad 2 and iPhone 5, let alone the 3G iPad will soon hit the Chinese market.

MELBOURNE, April 14, AAP - Former police chief commissioner Christine Nixon says she
failed to tell the bushfires royal commission she dined with friends at a pub on Black
Saturday because she didn't think it was relevant.
In a heated exchange at the Teague inquiry, Ms Nixon faced another grilling from counsel
assisting the commission, Rachel Doyle, SC, who suggested the omission was made because
of its potential to cause embarrassment.
"I didn't think it was relevant," she told the commission.
"I didn't see any reason to explain it."
Ms Nixon on Wednesday told the inquiry into the Black Saturday bushfires that she had
left the Integrated Emergency Coordination Centre (IECC) on February 7, 2009, at 6pm leaving
the best people in place to deal with the emerging disaster.
She said her appearance at the hearings was to examine her role as then police commissioner.
Last week, the hearings learnt that Ms Nixon left the centre to return home, have a
meal and monitor media and updates on the bushfires.
On Wednesday, she admitted there had been a gap between 7pm and 8.20pm when she could
not access email, internet or radio but stressed she had a mobile phone that was switched
on after she had left the IECC.
"There were people with more experience in emergency management that were best placed
to manage the bushfires," Ms Nixon said.
"It was not my job to swoop in and take control..."
The hearings before Justice Bernard Teague are continuing.

With bids due Tuesday to buy BusinessWeek magazine, at least six investors are reviewing the publication's financial results, numbers that show a loss last year that is not expected to disappear soon.
Numbers sometimes tell a story. And the figures for BusinessWeek magazine suggest it is having one tough time.
Bids are due Tuesday for the magazine, which McGraw-Hill has owned for 80 years. A handful of potential investors, including Bloomberg L.P., are still looking at the publication. But initial interest was much higher.
BusinessWeek lost more than $43 million last year, though that includes costs like rent and overhead for which, a document sent to potential investors contends, McGraw-Hill charged too high a rate. A buyer would also have to assume much of the $31.9 million in debt.
This year is proving to be not a good time to sell news media outlets. Print advertising is down and readers' attention is being diverted to the Web. Business magazines, including BusinessWeek, Forbes and Fortune, have been hit particularly hard as automotive, financial services and technology advertisers have pulled back their marketing spending.
So far, about six investors appear interested in BusinessWeek: OpenGate Capital, which bought TV Guide for $1 last year; Warburg Pincus; Platinum Equity, which is also bidding for The Boston Globe; Bloomberg; Joe Mansueto, the founder of the ratings firm Morningstar who bought the magazines Inc. and Fast Company in 2005; and Bruce Wasserstein, the chairman and chief executive of Lazard, who also owns New York magazine.
Peter P. Appert, an analyst at Piper Jaffray, said BusinessWeek's future was cloudy. "I don't think the prospect of meaningful earnings recovery is particularly good," he said.
BusinessWeek executives declined to comment for this article, as did a McGraw-Hill spokesman, Steven H. Weiss. He referred a reporter to a July news release in which McGraw-Hill said it was "exploring strategic options" for the magazine.
BusinessWeek was founded in 1926 with a simple aim: to summarize business news each week. It soon became a handbook for managers, covering strategy, marketing and the big issues affecting business, like policy, energy and debt.
Stephen J. Adler, the magazine's editor in chief, joined in 2005 from The Wall Street Journal, where he had a variety of editing assignments, including working on the paper's Web site, directing legal coverage and handling some investigative projects.
When he joined BusinessWeek, he pushed it beyond its traditional mix of corporate coverage, adding columnists like Jack Welch, the former chairman of General Electric; and Maria Bartiromo, a CNBC anchor. He also created an investigative unit that has produced award-winning articles, and was behind the cover article this week on accusations of corruption at Glock, the gun manufacturer.
But Mr. Adler arrived when the magazine was struggling with an existential question: How do you make a weekly magazine relevant in the Internet age?
As the global economy weakened and advertising dropped, Mr. Adler and Keith Fox, BusinessWeek's president, decided the magazine needed to re-establish itself as an essential publication for its core audience of business executives.
In February, Mr. Adler and Mr. Fox called editorial employees into a meeting to announce a solution. The magazine would focus on what executives needed to know for their jobs, and shed its sports, lifestyle and politics articles. And writers needed to consider a business point of view, rather than a consumer's.
"Our mission is to move business forward," said a mission statement handed out at the meeting, and to help readers "make smarter decisions in their businesses, careers and investments."
Some editorial employees liked the change. "We're trying to serve business readers at a time when business is in disarray," said one employee, who spoke on the condition of anonymity because employees are not authorized to speak publicly about the sale. "I think we've done remarkably well doing that."
But other employees saw a different subtext: Their role now was to help business leaders make more money. Though the investigative unit has continued its work, other staff members say their harder- hitting stories have been killed, held or edited into submission.
The regular feature "How to Play It," which advises readers on profiting from articles in the issue and is often written by the reporter who wrote the article, has drawn particular ire. The Sept. 7 issue, for example, urged investing in Monsanto to benefit from population growth.
As the editorial side has tried to find its footing, the business side has been slammed by the economic downturn. BusinessWeek was buoyed by dot-com advertisements in the late 1990s, and had more than 5,000 pages of advertisements in 1999. Last year, it had about 1,900 pages. Its share of the ad pages among competitors -- Fortune, Forbes, Inc. and Fast Company -- has fallen in the last six years.
Revenue from print advertisements has plummeted to an estimated $60 million this year, from almost $110 million in 2006, according to the information memorandum for the BusinessWeek sale. In the same period, advertising revenue from the Web site has increased $897,000, to an estimated $20.5 million this year.
The memorandum hints at why. Though BusinessWeek.com attracts a lot of page views, 45 percent of those are for slide shows, which Web publishers consider a gimmicky way to increase hits. Only 16 percent of page views came from original articles for the six months ended in April. BusinessWeek.com also pulls in just $19.28 per thousand advertisement views, almost a quarter lower than what it was earning three years ago. And it sells only about 38 percent of the available advertising space, down from 79 percent in 2006, according to the document.
Some advertisers seem to be wondering whether BusinessWeek is still the best place for their money. When Intel, once a major BusinessWeek advertiser, recently brought together media partners to talk about future projects, BusinessWeek did not merit an invitation.
"Weekly publications in general have to deal with the fact that the Internet does provide current news, and that's what the purpose of a weekly magazine started out to be," said Petra Arbutina, executive vice president and director for contact strategy for Brunner, a media buying company.
According to the information memorandum, BusinessWeek lost $17 million last year. But that does not include more than $26 million in charges like overhead and rent from McGraw-Hill. BusinessWeek said that those charges were too high, and a new owner could set lower rent rates and reduce other charges included in that $26 million. Still, they are counted as expenses.
Including those charges, BusinessWeek lost $43 million in 2008, and projects losing $41 million this year, before interest, taxes, depreciation and amortization.
McGraw-Hill reduced the magazine's physical size, and in January, it announced its fourth round of layoffs in two years. This time, a quarter of the editorial staff will be cut, along with workers in other departments, for a total of 85 of BusinessWeek's 421 jobs.
With bids about to land, investors and employees are debating the future of BusinessWeek. There are levers to move, like decreasing circulation or raising the magazine's price. But it is still a weekly in a nanosecond world.
"They have to be unique, must-read," said Stephen B. Shepard, the editor of BusinessWeek for 20 years and now dean of the Graduate School of Journalism at City University of New York. "That's the only hope for almost all these publications."

SYDNEY, April 23 AAP - In today's The Australian the editorial says in the lead-up
to last year's budget, Mr Swan was worried the economy was growing too fast. There is
no risk of that now.
Good news for Mr Swan as he prepares this year's budget is the economic entrails of
the world's eviscerated economy are much easier to read.
While it is clear what Mr Swan must do, doing it will involve plenty of political pain.
In the short term, he must produce a budget that encourages the private sector to hire
rather than fire.
The risk is that racking up enormous deficits now may make it harder for governments
to borrow in the future if, as the IMF warns, global credit continues to contract. This
would inevitably mean increased taxes to service debt - and nothing suppresses economic
growth like tax hikes.
Sooner or later, the recession will recede while the permanent problems caused by an
ageing population and an expensive welfare system will remain.
The Australian's second editorial says none of the 2020 Summit ideas proved visionary,
most are recycled. Some are worthy but not ground-breaking, and many are as dull as a
Canberra weekend.
What the nine "great ideas" the Rudd Government will take forward will not do, as Kevin
Rudd hoped a year ago, is tackle "the long-term challenges confronting Australia" requiring
"long-term responses from the nation beyond the usual three-year electoral cycle". Many
of the ideas are small change.
A year ago, The Australian expressed reservations that the summit, while broad and
ambitious, lacked a core focus and was at risk of spreading itself too thinly.
In its final piece the Oz says that a new roof on Wimbledon's centre court will not
ruin its ambience.
Today's Sydney Morning Herald says the Rudd government's boost to the first-home buyers
grant scheme is producing some perverse results and may well end in tears for many borrowers
and lenders alike.
The scheme is looking less and less wise as the decision whether to continue it beyond
this financial year approaches.
First-home buyers have become the most active sector of a generally flat property market
since October when the grant was doubled to $14,000 for existing homes and tripled it
to $21,000 for new properties.
But first-home buyers have rushed to the banks to borrow more than they would have
otherwise, with first mortgages averaging about $281,000 last month as against about $230,000
a year earlier. Much of this reflects higher prices at the cheaper end of the home market.
First-home buyers are thus using the grant to lever themselves into bigger debt.
The Government would do much more for housing affordability, both to buy and to rent,
and for economic activity if the funds were devoted solely to boosting new housing.
In its second editorial the SMH says under the system that the Rudd Government inherited
from the Coalition, which remains in force, it turns out that 13 of those rescued after
a small fishing vessel exploded, burned and sank last week will be treated differently,
and more favourably, than 29 others.
The government should not bow to opposition demands, either for a return to the draconian
approach of the Howard years, including the rightly abandoned temporary protection visas,
or for it to pre-empt police and coronial inquiries into the Ashmore tragedy.
Sydney's The Daily Telegraph says life can be cruel. And this is doubly so when kangaroo
culls are involved.
On the one hand, we have a beloved native creature that if not controlled will destroy
valuable agricultural areas on the way to eating itself to extinction.
In that sense, to cull is to care.
Shooting may be simple and straightforward but the arguments and emotions surrounding
the kangaroo cull are definitely not.
That's why it's time to pursue alternative methods.
The Tele's second editorial says that soon-to-be bankrupt former sydney Swan player
Daryn Creswell is a great example and one day will be back.
The final Tele piece says the Manly Council who erased cigarettes from a Dattilo-Rubbo
portrait are "fusspots" who have achieved the impossible, getting the artist to give up
smoking 54 years after his death.
A Melbourne nightclub's foray into high-tech security surveillance is a "positive step
in the campaign against street violence in Melbourne, the main editorial in the Herald
Sun newspaper said on Thursday.
Chasers in Prahran has invested in facial recognition software to help police match
offenders using driver's licence images and has called on other licensed venues to do
the same, the editorial said.
"The system, which identifies clubbers who have been banned, is at the forefront of
security technology," the editorial said.
"Police are interested in the system, but must make sure clubs do not misuse the information
stored from scanning a driver's licence.
"People can refuse to have their licences scanned, but venues are entitled to refuse them entry.
"However, the system is worth a trial and if used by most late-night clubs and bars,
could help considerably in reducing assaults and drug offences."
Victoria Police chief Simon Overland has approached his new job with "drive and thoughtfulness",
the main editorial in The Age newspaper said on Thursday.
Mr Overland had already made his stamp on the force, seven weeks into his leadership,
outlining his intention in a speech this week to create a a safe and inclusive community;
effectively manage crime, improve public safety and road safety; design a more responsive
police organisation; more effective management; and leading a healthy, well-educated workforce,
the editorial said.
He has proposed changes to the Police Regulation Act to make it easier to sack corrupt
or incompetent staff and welcomed coercive legal moves to control motorcycle gangs, rather
than ban them, it said/
"Simon Overland's task is formidable. He has taken over a force with a long history
of internal dissent and corruption. But already he is demonstrating a drive and thoughtfulness
that suggests he is well-equipped to meet that challenge," the editorial said.
Brisbane's The Courier Mail today says from the moment former premier Peter Beattie
pledged that no one would be worse off under an electricity market open to full retail
competition, the Labor government was doomed to explain why power prices skyrocketed.
For southeast Queensland electricity customers, the average annual power bill has jumped
by $280 over the past two years.
Problems associated with providing electricity to householders at a reasonable cost
have a history stretching back further than the introduction of full retail competition.
No matter how much the Government tries to downplay its responsibility, its record
on managing and reforming the electricity network tells a very different story.
In its second editorial the Courier Mail says that 77-year-old Ernie Peralta took a
novel concept to the Federal Government's 2020 Ideas Summit last year.
His ``golden gurus'' plan - which would see a small army of senior Australians go into
various workplaces and share their years of experience with management and employees -
has been embraced by the Government as one of the key ideas it wants to progress.

The program aims to reduce avoidable admissions for patients suffering seizures ..

Health Minister JOHN DELLA BOSCA says the strategy .. devised after a series of pilot
projects in hospitals across NSW .. shows patients prefer home-based care with support
from families and carers.
Mr DELLA BOSCA says .. for example .. people treated at home for bronchitis and asthma
avoid the stress of admission to hospital .. and experience a speedier recovery in home
surroundings and assistance from their GPs.
However doctors groups and the opposition question whether there's enough money to
fund the scheme .. and fear it'll add more bureaucracy to the struggling health system.

West Australian premier ALAN CARPENTER has promised modest reform of the state's shopping
hours .. if Labor wins the September 6 election.
WA is the only state without deregulated retail trading .. after a move to extend trading
hours was rejected in a referendum in 2005.
Under Labor's proposal .. weeknight trading would be extended to 7pm .. and electrical
furniture stores would be able to open on Sundays from 11am until 5pm.
Special shopping districts would be created in the Perth suburbs of Joondalup .. Midland
and Armadale .. to allow Sunday and public holiday trading from 11am to 5pm.
Similar districts already exist in Perth .. Fremantle and Rockingham.
Opposition leader COLIN BARNETT indicated yesterday he may be open to limited reform
of trading hours.

federal plans to take control of the Murray-Darling Basin, will be a focus of his listening
tour in South Australia.
Dr Nelson says he's concerned aspects of the plan, which included delays in bringing
extra water through the system, could disadvantage SA irrigators and farmers.
He will visit an agricultural high school in Adelaide's eastern suburbs today and meet
farmers and irrigators at Narrung, on the lower lakes of the River Murray.
Dr Nelson also plans to tour local shopping centres and will tomorrow visit St Ignatius
College, where he completed his high school education.
Dr Nelson began his day at the Central Market and said he expected his trip to Adelaide
to cover many issues.
"The key thing I'm trying to do is to use whatever position I'm privileged to have
to be a voice for people who feel they don't have it," he told ABC Radio.
"That's my privilege and responsibility now, especially.
"The things that I have been hearing and I expected to hear were concerns about cost
of living pressures - groceries and petrol - the pressures of interest rate rises and
concerns about getting in to hospital, the state of our schools and roads are a big issue.
"I also expect, obviously in South Australia, to have people talk with me about the
weather, but not in a trivial way, but particularly about water."
This is the fourth day of Dr Nelson listening tour, taking in electorates across Australia
including regional and remote locations.

Calling a timeout for 'cultural consumerism' on a business trip

As work is increasingly making inroads into leisure time, many business travelers are finding ways to turn that equation around - combining their travel for work with time for cultural and historical sightseeing.
"Cultural tourism can be an extension of business, it's not just fluff," said Patricia Martin, a marketing consultant and author of "Ren Gen: Renaissance Generation."
"Today," she said, "a person's knowledge is the new currency, and travel and cultural experiences are two of the most enlightening things they can do, enabling them to bring new information and insights into the workplace."
Her book describes the rise of what she calls the "cultural consumer," who joins book clubs, attends concerts and possesses a renewed enthusiasm for learning, largely fueled by the Internet and a convergence of business with the arts, education and entertainment.
Joyce Sensmeier, a vice president at Healthcare Information and Management Systems Society, a trade organization, is one of those cultural consumers.
When she traveled to Brisbane, Australia, in late August to attend the World Congress on Health Informatics, it was her first visit to the country. So she tacked on five extra days before the five-day conference to attend a symphony concert of "Carmina Burana" by Carl Orff at the Sydney Opera House and a behind-the-scenes tour of the opera house. She also visited museums, art galleries and the Royal Botanic Gardens.
Sensmeier said she took her husband, an organist, along on the trip.
"He doesn't really like that I travel about 40 percent of the time, and I miss him," she said. "This was a great opportunity to include him, and he used frequent-flier miles awarded from my previous travel, which made the trip more affordable."
If her business trips resemble vacations, the reverse is true as well. She always brings her laptop, cellphone and BlackBerry on vacation. "It's really helped me to stay connected without having to be totally immersed in work," she said about her BlackBerry.
The majority of adult U.S. travelers (81 percent) have included a cultural or history-related activity while traveling, according to a 2007 report by the Travel Industry Association, while 62 percent regard learning about other cultures as important when they travel.
Almost one
in four of all trips in the United States in 2005 included a cultural or historical activity, the survey also found, and those travelers spent considerably more per trip on average, and stayed longer, than those who did not.
At home, a typical American adult attends an average of 1.9 cultural events a month, and for college graduates and adults earning at least $75,000 a year, the number is slightly higher: an average of 2.1 and 2.2 events a month, a survey by the Wallace Foundation found in 2004.
Tom Ingrassia, owner of a talent agency in Holden, Massachusetts, said he and his wife accompanied a client who is a classical organist on a three-day concert tour in Denmark and Sweden, and extended their stay for a three-week tour of both countries.
Ingrassia said they toured the Hans Christian Andersen Museum, Tivoli Gardens, Frederiksberg Palace and Viking burial grounds on an island in the Stockholm archipelago.
"It's soul-satisfying for me, especially because my background is in history," Ingrassia said. "Even if you're on a very focused business trip, I feel you need to see a little bit of the places you're visiting. It keeps me fresh and alive."
As a business owner, he said he had control over his time and schedule, but even during his 25 years as a college administrator, he always tried to reserve personal time.
"After umpteen hours a day sitting at student recruitment fairs and conferences, I knew I could look forward to seeing a museum afterward."
Mary McDonald, a management consultant with her own practice based in Austin, Texas, has managed to combine Oktoberfest festivities in Munich with a business meeting in Stuttgart, three hours away, and a visit to the Louvre in Paris with a meeting in Montpellier, a five-hour drive away.
She once added a week of sightseeing to a three-day business trip to Hong Kong for a telecommunications client.
When about to travel to a destination for the first time, McDonald said, "I try to make it more interesting, and consider what will appeal to me intellectually and emotionally."
Once, after a three-day meeting in Las Vegas, she explored Zion National Park and the Grand Canyon with her husband and two children for 10 days.
When Joachim de Posada, a motivational speaker and consultant with offices in San Juan, Puerto Rico, and Miami, was invited to Taiwan by the International Trade Institute to discuss his book, "Don't Eat the Marshmallow Yet! The Secret to Sweet Success in Work and Life," he asked that a guide meet him on his 6 a.m. arrival.
After breakfast and visiting his host's office, he was given an early tour of Taipei, including a museum as it opened for the day.
A diligent student of delayed gratification, de Posada postponed the nap he ordinarily would have taken after he arrived early in the day. "Instead of going to my hotel to rest for my speech at 4 p.m., I wanted to see the sights," he said.

NSW: Suspect revealed for war veteran's beheading murder

SYDNEY, April 18 AAP - A man with schizophrenia and a history of homicidal thoughts
has been revealed in court as a suspect in the murder of a war veteran found decapitated
in northern NSW.
Mark Hutchinson was found beheaded in the backyard of his home in Markham Street, Armidale,
on January 13.
No one has been charged over the death of the 82-year-old, an artillery gunner in World
War II, and police could find no apparent motive.
But the NSW Supreme Court was told that four days after Mr Hutchinson's body was discovered,
a man named Frederick Vorhauer - whose mother lived near Markham Street - was detained
by police.
The reasons police suspected him of the killing were detailed in court, as Mr Vorhauer
challenged an order to provide saliva and hair samples for forensic testing in relation
to the crime.
However, Justice Carolyn Simpson dismissed his appeal earlier this month.
The court was told that the day before Mr Hutchinson's body was found, a witness saw
a man fitting Mr Vorhauer's description jump the victim's fence and run to a nearby creek.
When Mr Vorhauer was apprehended by police on January 17, his shirt "appeared to be
heavily bloodstained" and red staining was found on his shoes, Justice Simpson said in
her judgment.
Mr Vorhauer was psychiatrically examined and found to be mentally ill, suffering from
chronic schizophrenia.
The court also was told that on January 7, he had disappeared from the Banskia House
mental health facility in the nearby city of Tamworth, where he was receiving treatment.
The murder had been reported in the media, Justice Simpson said, and Banksia House
staff had expressed concern to police that Mr Vorhauer "may have been the perpetrator".
His medical records showed a history of "the use of dangerous objects, threats of harm
to others, aggressive and even homicidal thoughts towards various individuals", the judge
said.
Mr Vorhauer was found last year waving an axe at traffic and passers-by, and loitering
near a school carrying scissors, with a tomahawk on the ground nearby, the court heard.
Drawings and writings by Mr Vorhauer, provided as evidence at his appeal hearing, included
a depiction of a headless torso and a reference to Jack the Ripper.
Police had sought forensic samples from Mr Vorhauer for comparison with evidence found
at the crime scene, and in March an Armidale magistrate granted an order authorising their
collection.
But on appeal, Mr Vorhauer's lawyers argued there was insufficient evidence for police
to reasonably suspect he had committed the offence.
They also argued there were not reasonable grounds to believe the forensic procedures
might produce appropriate evidence.
However, Justice Simpson disagreed, saying, "The whole purpose of the authorisation
of forensic procedures is to provide evidence either to strengthen an existing suspicion,
or to explode that suspicion.
"I am satisfied that there was ample material to justify (police) suspicion that the
plaintiff was the perpetrator of the murder."
A State Crime Command spokeswoman would not reveal whether the forensic procedures
had taken place, but said it was one line of inquiry that police were pursuing.
Police said no one had been arrested or charged over Mr Hutchinson's death.

SYDNEY, Dec 17 AAP - An 18-year-old man was stabbed in central Sydney last night.
The man, from Artarmon in the city's north, was arguing with a group of men on George
Street around 10pm (AEDT) when he was stabbed in his left thigh, police said.
He was taken to St Vincent's Hospital, where he was in a stable condition this morning.
Anyone who may have witnessed the attack is asked to contact Crime Stoppers on 1800 333 000.

SYDNEY, Aug 9 AAP - The Whelan family is satisfied - but is still aching.
When Bruce Burrell was sentenced to life today for the murder and kidnap of Kerry Whelan
in 1997, there were no whoops of joy or cries of "Yesss!".
Her husband Bernie and children Sarah, Matthew and James raised discreet smiles and
cast their thoughts to the next phase of their grief.
"The big unsolved question is where is she?" Sarah said outside the NSW Supreme Court.
"Obviously, laying her to rest is more important than the sentence."
The life term was what the family wanted and what they believe Burrell deserved but
in no way did it bring them any joy.
"We're satisfied but we're not happy. We'll never be happy because we've lost Kerry,"
Mr Whelan said.
Burrell sat impassively throughout Justice Graham Barr's judgment, as did Mr Whelan
and his family.
Even outside court, Mr Whelan remained calm until he broke down when he spoke of eventually
finding his wife's body.
He stopped to compose himself and clear his tears as he said his family would not give
up the search for her remains.
"Hopefully, one day my children and I will be able to lay her to rest," he said.
Police have searched for nine years and have combed Burrell's scrubby property near
Goulburn and the dozens of disused mineshafts and ravines nearby for any trace of Mrs
Whelan who was last seen in Parramatta in Sydney's west on May 6, 1997.
Mr Whelan, 68, could not bring himself to comment on the prospect of his former employee
one day revealing what he had done with her body.
Burrell was once a friend to Kerry and Bernie Whelan.
The advertising salesman and his wife shared weekends away with his boss. They went
on shooting trips together and played tennis. The Whelans went to Burrell's 1985 wedding.
But, after Mr Whelan was forced to retrench Burrell from Crown Equipment in 1990, he
ran into financial difficulties and put in place his kidnap plan for what Justice Barr
described as his "cold desire to enrich himself".
If his desire was cold, his demeanour in court today was resigned.
In a dark suit, white shirt and brown tie, the thickset Burrell, 53, looked to his
wife as he was brought up for sentencing and whispered "You OK?" They both nodded they
were.
At no stage did he exchange any glance with his former friend.
He stood with his hands in front of him as Justice Barr sentenced him to life and did
not flinch, but nodded to his wife as he was taken down.
But it will never be over for the Whelans.
"We're still going to miss her and think of her every day, that doesn't change," Sarah said.

SYDNEY, April 4 AAP - The flu is much more contagious than most people think, with
the virus staying in the environment for up to eight hours after a person coughs or sneezes,
experts have warned.
The warning comes at the beginning this month of influenza season, which is set to
peak between July and September.
Alan Hampson, World Health Organisation (WHO) adviser and convener of the Influenza
Specialist Group (ISG), said today many people forgot that annual influenza was a serious
condition.
"More people died from annual seasonal influenza than in the three influenza pandemics,"
Mr Hampson said.
"Influenza travels up to two metres every time a person coughs or sneezes and then
can stay in that environment for up to eight hours."
This means it's highly contagious and is carried by people before they start displaying symptoms.
"Infected people can start spreading the disease before they start feeling ill," Mr Hampson said.
ISG executive Rod Pearce said people had become complacent.
"It has been a few years since we had a serious influenza season in Australia and many
people forget what it is like to get the disease," he said.
Even previously healthy people were bed ridden for several days and could not return
to work for two to three weeks, he said.
But for people with asthma, diabetes or heart disease the outcome is much more dire.
"For these people, even if they feel fit and well, influenza can weaken their immune
system and compromise their ability to manage their underlying condition ... this often
results in hospitalisation and can even result in death."
A new report by the National Institute of Clinical Studies estimated that influenza
in Australians under the age of 65 costs the nation $130 million each year, and generates
80,387 GP visits.
David Smith, clinical director of microbiology and infectious diseases at PathWest
Laboratory Medicine, said vaccination was the best way for people to protect themselves.
"Simple measures like regular hand washing and avoiding touching your nose or mouth
with unwashed hands will also protect you," Dr Smith said.
"If you become ill with influenza you can protect others by staying at home so that
you don't spread the virus."
After an infected person coughs or sneezes, the virus can survive for up to an hour
in the air in enclosed environments, more than eight hours on surfaces such as stainless
steel and plastic, and up to five minutes on hands after a transfer from other surfaces.
The ISG will hold a demonstration on how contagious influenza is today at the Museum of Sydney.

CANBERRA, Aug 3 AAP - High oil prices are underpinning another surge in infrastructure
investment that could continue for years to come, a new report has found.
The Access Economics-Delta Electricity investment monitor found an 11.1 per cent increase
since March in the value of projects on the drawing board or under construction.
Access put the total value of projects being considered at $375 billion, of which $95
billion worth was under construction.
The total value of possible projects rose 20.9 per cent to $124.8 billion, while the
value of committed projects jumped 26.5 per cent to $31.4 billion.
The value of all projects is now 15.9 per cent up on where it was a year ago.
Access associate director David Rumbens said state governments had sunk money into
major infrastructure projects in recent months.
But it was the energy sector, driven by soaring oil prices, that looks set to keep
Australia's recent lift in infrastructure investment moving forward.
"Strong energy demand is firming plans for large LNG projects in Western Australia
and the Northern Territory," he said.
"While high oil prices hurt consumers at the bowser, Australia as a net energy exporter
gets some benefits through higher profits and investment.
"If prevailing conditions continue, it may well be energy developments that see a fourth
wide drive growth into the investment cycle into the future."
Access found the value of proposed infrastructure projects in Western Australia grew
15.1 per cent in the June quarter to more than $103 billion.
There was also a surge in Victoria (up 15.6 per cent to $79 billion), Queensland (up
14 per cent to $68.5 billion) and Tasmania (up eight per cent to $7.5 billion).
Infrastructure investment in both NSW and Victoria is being led by transport projects,
while mining-related activities are pushing work in Queensland and WA.
Access said growth in commercial building is easing as growth in the domestic economy
slows, partly due to the cool housing market.

The government faces attacks on at least three fronts as parliament resumes today.
Ministers will come under questioning after former Guantanamo Bay detainee MAMDOUH

A spokesman for Foreign Minister ALEXANDER DOWNER has denied the allegations.

Labor will also use question time in the House of Representatives, as well as Senate
estimate hearings, to ramp up its attack over the distribution of regional grant funding.
It had been targeting Local Government Minister JIM LLOYD over the Tumbi Creek affair

The death of Syrian President Hafez Assad Saturday at the age of 69 will have wide-ranging repercussions in the Middle East, affecting not only Syria's stability but also its relations with Israel and the United States.
Shortly after Assad's death was announced, Syria's parliament changed the country's constitution to allow Assad's 34-year-old ophthalmologist son Bashar to take over within two weeks. Assad had been grooming Bashar as his successor, but while the immediate transition looks smooth, the younger Assad's hold on power is far from certain.
"There will be others waiting in the wings to challenge him," said London-based Middle East analyst Adel Darwish.
But some analysts believe Assad has laid the groundwork for Bashar to move into power.
"The transition will be smooth," said Patrick Seale, Assad's British biographer and his closest confidant in the West. "Bashar has prepared for six years and put his men in place." The pro-Syrian British biographer said Bashar will continue his father's legacy of "refusing to accept dictates from the United States and Israel."
It is unclear at this point whether Assad's successor will be as firm in peace negotiations as he was. What is clear is that it will take time for the United States and Israel to develop a relationship with his successor. If it is Assad's son Bashar, analysts say he would not dare deviate from Assad's hard-line stance, fearing the wrath of his father's powerful army.
Even if Bashar's transition to power is smooth _ which many analysts question _ Assad's death will most certainly delay any peace deal between Israel and Syria, and will thus probably deprive President Clinton of presiding over a peace ceremony before he leaves office next year.
Israeli Prime Minister Ehud Barak immediately issued a statement saying he hopes to continue the peace process with the new leadership and calling for quiet on the Israel's northern borders with Syria and Lebanon.
President Clinton, who was in Northfield, Minn., reiterated his administration's commitment to continue working with Syria for a broad Middle East peace.
"Over the past seven years I have met him many times and gotten to know him very well. We had our difference, but I always respected him," said a statement from Clinton.
"Throughout my contacts with him, including our last meeting, he made clear Syria's continued commitment to the path of peace."
In recent weeks, as reports increased about Assad's failing health, there were signs of a power struggle within Damascus. In a country where criticism of Assad was punishable by fail or worse, there accusations of corruption were increasingly being aired against high-level officials, including Assad cronies.
Currently, there are two sitting vice presidents _ Zuheir Masharqa and Abdul-Halim Khaddam _ either of whom could claim power, according to Syria's constitution. There also is a underground Islamist movement that could move to gain power, although Assad violently crushed the most powerful Islamists in 1982.
Assad even has an ambitious brother, Rifaat, who now lives in Paris. Rifaat once tried to seize control of the government while Assad was on his sick bed, but Assad recovered and forced his brother into exile.
If his son Bashar succeeds him, analysts agree he has no choice but to steer his father's course in order to consolidate power, despite being from a younger generation and the architect of Syria's much-vaunted entry into the Internet age, just this spring.
Assad, whose funeral will be held Tuesday, died of heart failure, according to a Lebanese heart specialist who refused to be named. He suffered as well from diabetes, kidney troubles and there were unconfirmed reports that he had lymphoma. Syria has declared 40 days of mourning.
"This is the end of an era, said Seale.
Assad had carried out a one-man rule for 30 years in Syria. He was also the main power broker in neighboring Lebanon.
Although often ruthless in suppressing internal opposition, Assad, whose family name means "lion," was deeply respected _ and feared _ in Syria and in the Arab world. He also was credited with bringing stability and honor to Syria. Now the world waits to see who will take Assad's place and whether there will be a bloody struggle for power in a country that has had its share of unrest in the past decades.
"It is very difficult to imagine the Middle East without President Assad," said former Lebanese Prime Minister Rafik al-Hariri, who had been in regular contact with the Syrian leader in recent years.

Syrians learned of the news of their president Saturday evening.
A Syrian state television anchor announced, "Today, death took away from Syria a leader."
The announcer called Assad an "international champion who withstood so many difficulties and turbulences. He was our father, our brother, our friend, our leader, our teacher," he said, crying on air.
The television then switched to the Syrian parliament, which was convening in for the first day of a new session. Then the program cut to readings of the Koranic verses for the dead, which is usual practice when an Arab leader dies.
The entire broadcast was aired simultaneously on Israel's public television network.

Assad came from Syria's Alawite minority. He took power in 1970, ending decades of coups and instability.
Assad's death occurred exactly one week before his nationalist, socialist Baath Party is due to hold its first congress in 15 years in order to promote Bashar to the post of vice president, which would have assured his succession.
Assad's eldest son, Basil, who he was grooming to take over, died in a car accident in 1994, prompting him to bring his second son Bashar home from his medical studies in England, where he reportedly developed an appreciation for western-style openness and the music of Phil Collins.
Although Assad did not live to witness Israeli troops leaving the Golan Heights, which Israel captured in 1967, he did see Israel withdraw from southern Lebanon on May 24 after a two-decade occupation.
Analysts also are watching to see what Assad's death will mean for Lebanon, where Syria has an estimated 35,000 troops and where Assad also was the pre-eminent ruler. Assad's death could lead to calls within Lebanon for independence from Syria and for the removal of Syrian troops, especially since Israel has removed its troops from the south and is seen as less of a threat.
Lebanese President Emile Lahoud said he was the last person to speak to Assad before he died.
"His last words were: `Our destiny is to build a better future for our countries..' and then there was a silence and knew something had happened," Lahoud said in a condolence letter reportedly sent to Bashar.

Assad had kept the Lebanese border quiet, apparently in an effort to keep the door open for negotiating with Israel on the Golan Heights.
Assad has been a firm, some might say stubborn, negotiating partner in the talks, even though he had made a strategic choice to end its 52-year war with Israel. Yet he never budged from his demand that Israel withdraw from all of the Golan Heights.
"Assad did not want the political order in the Middle East dominated by Israel," Assad's biographer Patrick Seale said on CNN television. "He wanted a balance of power in order to keep the peace. He felt an imbalance causes war because the stronger partner always tries to impose his will on the weaker."
Between 1993 and 1996 a tough round of U.S.-mediated negotiations took place. They reopened last December, only to fall through in January.
Assad recently rejected Israel's offer to return most of the Golan, if it could be allowed to keep a small strip of land along the Sea of Galilee to ensure its access to water there. The Sea of Galilee provides Israel with 40 percent of its drinking water.
In late March, Clinton flew to Geneva for what turned into a failed attempt to restart the peace process.
The thin and ailing Assad was apparently expecting to hear Clinton say Israel had agreed to a full withdrawal.
